Position Summary
The Georgia Vocational Rehabilitation Agency (GVRA) is seeking a Public Affairs officer to oversee Communications and Outreach, Board and Legislative Relations, and Constituent Services for all five programs of the agency. Under the leadership of the Director of Administration, the individual will manage all internal and external communications and supervise the operations, directly or indirectly, of approximately seven (7) staff.
Employees under the Public Affairs Officer’s purview will develop and execute public outreach strategies; manage all agency social media accounts; maintain the Agency’s website; write internal and external communications; ensure consistency in outreach communications and materials; coordinate logistics for and maintain relationships with all Boards, Councils, Legislative Contacts; and oversee the operation of the agency’s primary constituent services call center.
Essential Functions

Develops the annual public outreach plans, strategies, tactics and resources necessary to achieve agency goals.
Creates an institutional and agency-wide public outreach reporting cadence/structure that can track, measure and analyze the effectiveness of outreach strategies.
Ensures all public outreach communications are coordinated, support public outreach plan objectives and are an effective expenditure of resources.
Provide input and support to the agency’s leadership in the development of affiliations and partnership arrangements.
Prepare presentations to explain the agency’s current and future strategies
Develops and promotes community relations opportunities
Reviews and analyzes communication/public outreach performances against programs, quotes and plans to determine effectiveness.
Oversee the Agency’s Board, Council, and Legislative relations. Ensuring compliance with code sections, regulations and bylaws as they relate to Board and Council operations and monitoring legislative activities.
Oversee all Board and Council meetings, consulting and serving as an approver on the development of agendas and presentation materials.
Supervises and coordinates liaison between the agency and other state agencies and state legislation
Serve as the primary point of contact for all media inquiries, handling media relations independently, and escalating media relations to appropriate leadership as necessary.
Oversee the operations of the Agency’s Constituent Services Center; ensuring prompt and appropriate responses to phone calls, emails, and social media inquiries.

Minimum Qualifications
Bachelor’s degree in a related area from an accredited college or university AND Six years of related experience OR Eight years of related experience.
Note: Some positions may require a valid driver’s license or consistent and reliable transportation.

Preferred Qualifications
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the items below:
Bachelor’s degree in communications, journalism, English, public administration, or public relations
Seven (7) years in a government or corporate setting in a communications, public outreach or government relations capacity
Prior experience developing a strategic plan for communications and public outreach
Prior experience developing and leading an advertising campaign
Three (3) or more years of experience with Board and Council Relations
Knowledge of and proficiency in Roberts Rules of Order
Familiarity with disability community issues or prior experience, in either a professional or volunteer capacity, working with individuals with disabilities
Proficiency in “people first” language
Prior experience managing direct reports
Five (5) years of writing or editorial experience
Five (5) years of experience managing public social media accounts
Five (5) years experience with public outreach software

Additional Eligibility Qualifications
Proficiency with the Microsoft Office Suite, including but not limited to Word, Excel, Outlook and Publisher.
Supervisory Responsibility
This position manages all employees of the department and is responsible for the performance management and hiring of the employees within that department.

Work Environment

Work Conditions
Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position may occasionally require long hours, flexibility and weekend work. Approved teleworking days may be altered at the supervisor’s discretion to meet business needs.
Travel
Travel may be statewide during the business day, although some out-of-area and overnight travel may be expected.
