Job Description : Quality Management system CiQ: Be the helpdesk for the Americas, comply reports, distribute and maintain these reports, provide training, liaises with HDQMonitor, evaluate and helps to implement corrective actions.Investigate incidentsAnalyze quality KPIs (are products specs adhered to)Develops and maintains the Area performance DashboardThe Operations Support Officer ensures Operational integrity.In line with operating carrier guidelines and governmental regulations on safety, security, and quality as established in the operating and safety manuals (SMS). By continuously analyzing, developing, implementing, and communicating processes to correct deviations and implement changes by use of the lean six sigma methodology. The officer aids/leads in projects. Is responsible for permits and liaison towards the authorities. Delivers specialists knowledge on products, procedures, third party logistics, systems and tools, and training to internal parties. Manages ULD flow within the area, and between the area and the hubs.1. Operational IntegrityOperating carriers (AF KL MP) have a set of operational procedures which comply with all legal and procedural regulations, taking into account specific local situations. The officer ensures compliance with the applicable regulations. Elements are:Monitor local compliance of the operational procedures as stipulated in various manuals and systems.Update manuals and systems with relevant (station) information, and schedules.Use Safety Management systems (SMS) as deployed by the Operating Carrier.Perform Stations inspections as qualified auditor and ensure the proper follow-up.Ensure mandatory permits (fi commodity USDA permits) are in place and answer to queries from the authorities.Handle applications for temporary import and export licenses, as well as for exemptions2. ULD and other equipment controlControl the distribution of all ULD’s between stations in the Area, and between the area and the hubs, monitor and instruct stations on their ULD stock management including return of overstock.Arrange ULD movement between stations based on stock levels by use of VCULDHandle request for special equipmentEnsure proper communication with HQ’s and partnersDeliver the required activities in respect of interline on own or other airline and trucking companiesManage the equipment alignment with Delta3. Development and projects Contribute to the development and introduction of new tools, procedures and new ways of working.Coordination and arrangement of all requirements for Charter and ad-hoc flight on request of HQ. (fi ramp and warehouse handling)Participate in by headquarters led projects, add area view, expert opinion and represent the Area / voice Area interest.Implement new ways of working, new tools and procedures.Lead local projects intended to solve a specific local problemLead the execution of opening and closing a station including all product elements.4. Process engineeringThe operations support officer implements and executes the (product) specifications determined by the (product) process engineering group at the headquarters.Development & monitors specific and standard operating procedures.Investigate and help decide if new flows can / cannot be accommodatedImplement and evaluate the necessary operational (make or buy) processes, procedures and assets in order to meet the business plan.5. Training (general)Be part of the trainer pool in the area and provide training for Operations Managers and Warehouse employees, on request also provide training for external parties.6. Third party logistics (general)Ensure systems are properly fed with required operational information, add specialist information to shipments and manage truck capacity. Elements are:Issue loading instruction for HEA and BIG shipments as per CHMCoordinate and optimize trucking capacity versus demand on a day to day basis for specific stations. Ensure trucking tool is commonly used.Steer if applicable local trucking operationsRetrieve import, export manifest, arrange trucking, liaise with GHA.Responsible for ad-hoc sourcing (trucking, capacity with other carriers, security, manpower)Setup ad-hoc “door to door” logistics outside AFKLM’s networkDeliver the required activities in respect of interline on own or other airline7. Performance management (General)The Cargo Operations support officer ensures effectiveness of the existing quality measurement program in liaison with the operations managers and relevant headquarter departments. Elements are :Communicates, helps to implement, and monitors the result of corrective actions as devised by the performance management specialistsIssues quality reportsMaintain applicable databases like E-docProvide statistics input for USCBP authorities (duties & values)8. Systems & Tools (expertise)The Operations support officer acts as a specialist and super key-user for the used systems in the area like Pelican, Cargoal, (AFLS) and the interface with customs. Elements of the above are:Assists stations on a daily basis to analyze problems and offer solutions to correct transaction anomalies. (messaging)Creates/delete/update truck flights in systems as needed.Provide technical support on used systems and interfaces like Pelican, Cargoal, Webvision, VCC, VCULD, housemaster, Airams, Editrade, Truck2002, E-freight etc9. Third party logistics (expertise)Maintain and develop the trucking network in the Americas for the airlines in the group including the implementation of the joint trucking with JV partner Delta.Elements of the above are:Contribute to business cases for opening or closing off-line stations, work closely with HQ network departments.Ensure the integrity of the trucking operationsImplement trucking network in close cooperation with DeltaEnsure financial integrity of the trucking cost, make sure checks are done on invoices, be the contact person for the trucking companies on behalf of the group.Determines and coordinates training requirements for trucking companies.Build proposals for contracting truck suppliers including the rates.Get bonds for shipments for instance to Canada.10. Training (expertise)The Operations support officer implements any training necessary to be in compliance with the US government, industry and carrier regulations.Elements of the above are:Monitors compliancy of training requirements at all stations including their vendors.Based on the local operations manager’s needs, he organizes training sessions with our staff and our vendors.Review stations needs and prepare a yearly training program.Monitors the ‘Train the Trainer’ program with vendors and provides them with up to date AF/KL documentation.Coordinate and schedule classroom training for newly hired personnel as well as refresher training.Sets up comprehensive training and procedures for new systems and modules as they are introduced.11. Performance management (expertise)The operations support officer produces in depth analysis and improvement actions using Datawarehouse, Traxon and CiQ.
