Job Summary

The University Ombudsperson is a designated impartial, neutral, and confidential (to the extent permitted by law) third party who assists faculty, staff, and administrators in dispute resolution through informal means, which includes consulting, negotiation, and mediation. The Ombudsperson directs all aspects and functions of the University Ombuds’ Office and, upon request, issues reports to the President.

The Ombudsperson is an advocate for fairness who is a source of information and referral and assists in the resolution of concerns and critical situations. The function of the Ombudsperson is independent of existing administrative structures and reports to the university Chief of Staff. The Ombudsperson will develop the resources and tools to aid university constituents in fostering a culture of respect, collaboration, and mediation.

The office will serve as a neutral place where faculty and staff can talk in confidence about issues, concerns, or disputes in a confidential (to the extent permitted by law) environment for fair and consistent treatment in the university community.

Responsibilities

Perform related duties as assigned to support the mission of the University
Establish and Maintain the Office of the Ombuds
Formulate, manage, and monitor the overall goals, direction and programs of the office
Ensure that integrity of the office is maintained through independence, fair process, neutrality, impartiality, and timely attention to the resolution of issues while treating people with dignity and respect
Keep statistics by category of faculty, staff and generic subject matter for every visit made to the office, without identifying information such as names, specific offices or departments
University Community Outreach and Education
Provide ongoing education and communication about the office’s role to all potential inquirers, as well as to University Leadership
Conduct outreach efforts and training sessions to increase the visibility of the office and ensure that accurate information about the Ombuds program is disseminated
Provide a yearly oral report/presentation to Faculty Senate and Staff Senate
Create and maintain a webpage for the Ombuds’ office
Policy Analysis and Feedback
Advises senior administrators responsible for policies and procedures that affect the welfare of the campus community. Works collaboratively with other offices and personnel whose responsibilities include policy analysis
Serve as a campus resource in formulating or modifying policy and procedures
Raise issues with senior administrators that may surface
Review quarterly the patterns of grievances. Make appropriate recommendations for policies or practices that would reduce or eliminate recurring grievances
Identify problems or trends that affect the University community and, if appropriate, recommend creative ways to address these concerns
Professional Development
Develops and maintains ongoing relationships with all campus constituencies to promote the value and process of conflict resolution
Develops and conducts training and information sessions for the campus community about the Ombuds Office’s role in university conflict resolution
Works collaboratively with other campus personnel with conflict resolution interests and responsibilities
State and Federal Limitations on the Role of the University Ombuds
Individuals meeting with the Ombuds must be informed that confidentiality may not apply to their interactions or communications with the Ombuds because of State or Federal law. Some examples of exceptions to confidentiality are as follows
If there perceived credible threats of harm to oneself or others, including sexual assault, child or elder abuse, etc.
If Federal or State law requires disclosure (e.g., something falls within open records law definitions, information already considered public and discoverable, Title IX allegations, Clery, VAWA, U.S. export control, and national security concerns).
Because of State and Federal law, the Ombuds and Georgia Southern will not operate under the International Ombudsman Association (IOA) Standards of Practice and Code of Ethics
Required Qualifications

Educational Requirements
Master’s degree or other professional degree in mediation, conflict or dispute resolution, or closely related field from an accredited institution.
Required Experience
Minimum three (3) years demonstrated skills in problem solving, analysis, and conflict resolution including the courage to address the highest levels of the institution
Minimum three (3) years professional experience directly related to the duties and responsibilities of the position including experience with analysis of legal documents and policy documents
Experience with, and understanding of, the structure of public institutions of higher education, including shared governance
Understanding of and experience working with people of diverse backgrounds and cultures.
Other Required Qualifications
Outstanding communication skills with the ability to make effective oral and written presentations
Must have the ability to establish and promote the Ombudsperson Office and effectively engage with faculty and administration
Preferred Qualifications

Preferred Educational Qualifications
Ph.D or J.D.
Preferred Experience
Five (5) years previous experience in an Ombuds role.
Experience in training and outreach in a higher education environment
Experience in department or unit management, personnel management, and budget responsibilities
Proposed Salary

$62,100 – $75,000 – Commensurate with experience
