Northrop Grumman Tactical Space Systems is seeking a Manufacturing Operations Manager (M1) to lead the Harness Work Center in Gilbert, Arizona. The Manufacturing Ops Manager is responsible for the direct supervision of approximately 15-25 employees and processes in a multi-shift manufacturing environment. This role also has daily collaboration with cross-functional teams such as Manufacturing Engineering, Quality Assurance, Production Planning, and Operations Program Management.
Core Responsibilities:
Accountable for meeting or exceeding the safety, quality, delivery, employee and cost expectations of internal and external customers across all Value Stream programs
Manage staffing (FTE) needs to support existing and forecasted program schedules
Collaborate and coordinate with Master Scheduling, other Product Value Stream, Process Center, Functional Leaders (Engineering, Quality, Supply Chain, etc.) and Business Support Functions (Program Managers, Finance, Contracts, HR, etc.) to achieve product and site goals via sharing of resources, tools, equipment, processes, etc.
Intense focus and ownership of employee development, conflict resolution, performance management, and technical training for staff. Ensure discipline and continuous improvement of all process standards
Tracking of manufacturing budgets, delivery schedules, and key milestones of flight hardware
Manufacturing proposals & basis-of-estimates (BOE’s) for potential contracts
Capital expense analysis, justification, return-on-investments (ROI’s), and integration into work flow/processes

Execution
Own, execute and continuously improve Daily Management processes (Shift Start-Ups, Obeya, Gemba, etc.) within assigned Product Value Stream(s) and support site Daily Management process
Manage multiple conflicting priorities within product value stream(s) by collaborating with Master Scheduling and other downstream internal customers to ensure priority alignment
Ensure customers’ needs are met and maintain/improve relationships to broaden the business base and gain market share
Ensure financial operating integrity by supporting financial planning, budgeting and forecasting (e.g. DLY, OH rate)
Ownership and accountability for effective hand-offs through all functional and process center areas
Maintain awareness and involvement in contract milestones that directly relate to billing milestone / cash flow
Support proposal development (by providing basis of estimates for labor and schedule durations ) and customer reporting of operational metrics, capacity analysis and anomaly/technical resolution, as requested by Proposal Manager, Program Managers and / or Business Development
Ensure consistency and traceability of program/product baselines and requirements through contract proposal, negotiation, initiation and execution phases
Work with the organization to develop and execute capital equipment (CAPEX) plans
Drive timely determination of root cause and meaningful corrective actions for any non-conformances that occur within the Value Stream
Drive continuous improvement of all Value Stream processes through application of the Performance Enterprise System (PES) business model and establishment, periodic review and periodic update of value stream mapping
Ensures effective and responsible management of designated Value Stream physical and human resources
Ensure customer on time delivery and drive a zero defect quality culture
Ensure that equipment and machinery are maintained in accordance with safety standards and preventative maintenance schedules for each assigned area
Follow escalation protocol to communicate/escalate key issues related to safety, security, quality, delivery, employee, cost, etc upward to site leadership and downward into the organization
Talent Management
Proactively strengthen the Value Stream team through the performance management process (individual and group goal setting, coaching and personnel development).
Provide inputs to performance of supporting Functional Leaders
Establish and maintain training requirements and deploy resources accordingly
Ensure succession plans are in place and be proactive in mentoring key talent to assume increased responsibilities
Provide challenging and stretching assignments to key talent in the organization to promote future leaders
Holds others accountable and deals quickly with poor performance
Compliance
Work closely with security, environmental, health and safety functions to ensure federal, state and local government regulations in addition to corporate policy compliance
Advocate and ensure a safe, secure and ethical work environment
Champion compliance with state, federal and local laws and regulations as it pertains to employment, contracts and export (EEOC, OSHA, FLSA, OFCCP, FAR, ITAR, etc.)
Utilize and improve ATK’s Quality Management System to achieve compliance and maintain certifications for AS9100 and NADCAP
Support quality assurance to maintain AS9100 status
Participate and assist with AS9100 audits as necessary
Direct Report Information
This position requires leadership of Operations Supervisor(s) and (15-25) Manufacturing Technicians
Dotted-line responsibilities for all product value stream focused support functions (Manufacturing Engineering and Production Planning)
This position reports to the Gilbert Manufacturing Operations Manager
Basic Qualifications
Bachelor’s degree in Engineering or Business with 5 years related experience in manufacturing, engineering, and/or program management OR a Master’s Degree with 3 years OR in lieu of a bachelor degree 9 years manufacturing experience with continuous progression considered
Minimum of 1 year of managerial or supervisory experience
Excellent written and verbal communication skills with technician staff, support personnel, functional management and related groups
Ability to formulate, communicate and execute complex project plans and initiatives
Excellent interpersonal and critical thinking skills. Excellent verbal, written, and presentation skills with the ability to effectively communicate with all levels of leadership, shop floor employees, and support function employees
US Citizenship
Preferred Qualifications
Wire harness manufacturing & assembly experience
Aerospace or defense product experience
Experience with a Manufacturing Execution System (MES)
Ability to strengthen workforce skills in LEAN/Continuous Improvement experience and root cause problem solving
Strong business and financial acumen, including: capital and talent budgeting and estimate-at-completion (EAC) and Operations Review process understanding
Advanced knowledge of MS Office (Word, Excel & PowerPoint)
Commitment to positive employee relations, ethics and compliance
Understanding of AS9100/ISO 9001, Six Sigma and Advanced Product Quality Planning (APQP)
Salary Range: $98,000 USD – $123,000 USD
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
