About the Position
The Communications Specialist supports the public safety mission of the Maricopa County Sheriff’s Office (MCSO) by planning, developing, and implementing communications initiatives using a variety of media and materials. This role facilitates effective internal and external communications involving MCSO employees, programs, initiatives, and events. The position has a high degree of impact involving media and community relations, employee relations, as well as public information.

Position Qualifications
Minimum education and/or experience:
Bachelor’s degree in Communications, Journalism, Public Relations, Public Administration, or a related field and one (1) year of public relations experience.
Other combinations of post-secondary education and/or experience may substitute for the minimum qualifications on a year for year basis.
Specialized training, certifications, and/or other special requirements:
Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver’s license. Training with the exception of Arizona driver’s license to be provided on-the-job: FEMA NIMS – IS100 and 700; OSHA training; ADP payroll training; PREA training. Prior to hiring, the Sheriff’s Office requires that all candidates pass an extensive background review.
Preferred education and/or experience:
Two (2) years of experience in communications and/or marketing or a related field. Experience with Adobe Creative programs (e.g., Photoshop, Illustrator, Premiere).
Experience working in law enforcement or criminal justice environment.
Knowledge, skills, and abilities:
Knowledge of:
Principles and practices of marketing, public relations, public information, and basic communication techniques.
Social media platforms, principles, and practices (e.g., Facebook, Twitter, Instagram).
Style guidelines for writing press releases and publications.
Techniques of publication preparation, and design of brochures, displays, and visual aids.
English language usage and terminology used by various media.
Project management and research methods/techniques.
Microsoft Office Suite- intermediate to advanced level proficiency.
Skill in:
Using software to manage calendars, workflow, and approvals of communication materials.

Working conditions:
Work occurs primarily indoors in office environment, frequently outdoors in varying weather conditions for media events. Tasks require accuracy, decision-making, concentration/vigilance, ability to handle interruptions, time pressures, frequently changing tasks. Travel to and from job related locations may occur, subject to County policies regarding the use of vehicles during County business.

Essential Job Tasks
Establishes an internal communications strategy including calendars, appropriate approvals, and assembly of content.
Plans, solicits, writes, designs, and manages content for a variety of internal and external communications media, including email, bimonthly newsletter, annual report, and intranet.
Ensures MCSO initiatives and projects are successfully communicated to employees and stakeholders.
Creates internal and external communications and ensures consistency of messaging across all media and for different departments of the organization.
Designs, assembles, and publishes external newsletters for MCSO constituents and stakeholders.
Maintains email and newsletter templates and applies graphic design principles to create attractive, easy to read messages.
Coordinates constituent correspondence responses including tracking and filing.
Tracks and analyzes analytics of internal and external communications to ensure appropriate levels of readership and recommends actions to increase participation as needed.
Attends employee and public events to capture images and information, during and outside of standard work hours.
Receives and tracks public records requests and submits to appropriate units for fulfilment.
Compiles daily email of MCSO-related press content for distribution to senior staff.
Manages media lists and media list databases.
Establishes effective working relationships with media personnel, employees of other law enforcement agencies and local governments, and community members.
Assists Director of Communications with other special projects as assigned.
Be present at work site to perform assigned duties as scheduled and/or assigned by supervisor.
Helps team members with video recording and editing as needed.
Selection Procedure
Criteria used to determine those interviewed must be documented by the appointing authority and be job-related and non-discriminatory. For information related to documenting interview selection criteria and interview results, consult the Staffing Guide published on the MyMC by the Employment Services Division of Human Resources. Inquiries regarding the criteria used to determine those to be interviewed and/or selection of successful candidates will be referred to the hiring authority for response. Interview questions and notes relative to the interview and selection process are to be retained 30 months from the date of hiring decision or until any litigation and/or charge is resolved (except records for peace officers as defined by A.R.S. §1-215 are retained for 36 months or until any litigation and/or charge is resolved).

Holidays and Leave
Maricopa County observes ten paid holidays per year. Most County employees accrue vacation (starting at three weeks per year for full-time employees) and sick leave (starting at one hour for every 30 hours worked for all employees). Employees also receive paid leave for other needs such as jury duty, civic duty, and bereavement.
Medical, Prescription, Behavioral Health, Dental, Vision, and Flexible Spending Accounts
We understand how important health care is to maintaining a good quality of life. We also know our employees want to have the freedom to choose benefit plans to best meet their needs. Eligible employees may choose from four medical plan options, an HMO, PPO, and two HDHP (High Deductible Health Plans) with a health savings account. When employees enroll in medical coverage, they are automatically enrolled in prescription and behavioral health coverage as well. There are three dental plans from which to choose, two PPO plans and a pre-paid dental plan that functions like an HMO. As is the case with medical, the plans range in cost, flexibility, and network of providers. The vision plan provides employees and their covered dependents access to routine vision services and materials, including an annual eye exam. For those who wish to set aside pre-tax dollars to pay for eligible healthcare and dependent care expenses, the flexible spending accounts are suitable for that need.
Life and Disability Insurance
Because life sometimes takes unexpected turns, the County offers life insurance coverage to help employees and their loved ones in the event of death. Basic life and basic accidental death & dismemberment insurance equivalent to one times an employee’s annual base salary is provided at no cost, with the option for employees to purchase additional coverage including spouse and child life insurance. Disability insurance is available to replace a portion of an employee’s salary should they experience a short-term illness or injury.
Retirement
Eligible employees are covered by one of several State-sponsored retirement pension plans, including the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS). Additionally, there’s the option to contribute to a 457(b) Savings Plan that provides employees with a variety of investment opportunities. For those employees who retire from the County and from their retirement system, and have accrued 1,000 or more hours of sick leave, the County makes a $10,000 contribution to a Post-Employment Health Plan set up on their behalf to be used for payment of eligible out-of-pocket healthcare expenses.
Group Legal Plan
Maricopa County offers employees group discounts to purchase coverage for legal services such as adoptions, family matters, wills and trusts.
Wellness
Maricopa County’s Wellness Works program promotes health and wellness for employees and their families by focusing on physical activity, good nutrition, self-care and stress management. Maricopa County offers eligible employees a wellness incentive for completing required activities. By meeting a set of criteria, employees and their families can get reimbursed for participating in a Weight Watchers Program. On-site fitness facilities and fitness classes are provided to employees at various locations around the County. Employees and their families also have the opportunity to receive a discounted fitness club membership at LA Fitness. Employees have access to smoking cessation programs and health-related classes on various topics including nutrition, exercise and stress management. Employees located downtown benefit from an onsite pharmacy and clinic. Every fall, flu vaccines are offered to employees at various County locations.

When employees and their families are faced with personal issues, confidential, short-term counseling and referral services are available to them at no cost.

Maricopa County subscribes to a service association which provides employees with volume discounts for sporting events, entertainment, and many other services.
Commute Options Program (COP)
