Position Title: Controller

Position Status: Full-Time
Reports To: Vice President of Business and Administrative Services
DUTIES AND RESPONSIBILITIES:
The Controller is the Director of Accounting Services for the college, having authority and responsibility
for all financial accounting for the college, including supervision of personnel involved in the accounting
function. This position is responsible for the collection, classification, recording, analyzing,
reconciliation, and reporting of all financial data of the college, including the establishment and
maintenance of appropriate internal control measures and the preparation of periodic and annual financial
statements for both internal and external use
1. Coordinates accounting functions of general ledger, accounts payable, accounts receivable,

cashiering, payroll, capital construction, and cash control for all funds and activities of the college.
Ensures accounting functions are accomplished in an accurate and expeditious manner and in
accordance with general accepted accounting principles, SBCCOE and State Fiscal Rules and
Policies, federal and state regulations, and institutional policies and requirements.
2. Develops, implements, and modifies the internal accounting systems, sub-systems, chart of

accounts, and records to meet the needs of the college. Makes adjustments and procedural
changes as necessary. Ensure proper and current maintenance and reconciliation of the State’s
Colorado Financial Records System (CORE) and sub-systems, including capital construction
accounting.
3. Establishes and maintains appropriate internal controls and effective audit trails within the

institution to reasonably safeguard assets, assure accuracy of financial and accounting data,
promote operational efficiency, and encourage compliance with applicable fiscal rules and
policies. Reviews existing procedures and implements or makes recommendations for new
procedures as necessary. Keeps the VP of Business and Administration informed of relevant
accounting changes.
4. Conducts the preparation and analysis of periodic financial statements and performs year-end

closing and financial records including the calculation and preparation of year-end adjusting
entries and the preparation of internally generated financial statement for annual external audit.
Schedules and directs the annual College audit by the independent auditing firm. Provides
required schedules and documentation, and follow up on any audit adjustments required, as well
as implements recommendations brought about as a result of the independent financial audit.
Works closely with CCCS Controller and fiscal staff, and State of Colorado financial accounting
staff.
5. Ensures grants and contracts are properly accounted for and reported as required. Work with grant

coordinators to ensure proper grant activities, accounting, and reporting.
6. Provides assistance to individuals or departments regarding general account and budget questions,

or other business processes. Conducts training for college personnel on the use of the institutional
accounting systems.
7. Prepares financial data surveys such as IPEDS and other surveys and financial reporting needed

for external data requests.
8. Ensures proper and current maintenance of internal accounting systems and documentation,

prescribing procedural changes as necessary to benefit the institution and the State of Colorado.
This to include restructuring accounting staff assignments as necessary to meet changing
requirements and to improve efficiency and eliminate duplication or unnecessary clerical and
accounting effort, while maintaining the integrity of the Financial Accounting System.
9. Directs the establishment and maintenance of effective inventory and control of Capitalized

equipment and maintains accounting records of inventory changes.
10. Serves on institutional committees as assigned and participates in campus-wide projects as

necessary.
11. Performs other duties as assigned by the Vice President of Business and Administrative Services

MINIMUM QUALIFICATIONS:
Bachelor’s Degree in Accounting, Finance or Business Administration or other closely related field.
Significant demonstrated experience in management level accounting may substitute for the degree
requirement.
1 year of accounting or fiscal office operation experience
Knowledge of Generally Accepted Accounting Principles.
Experience gained through increasingly responsible management positions within accounting or
finance including general ledger, cash receipts/disbursements, purchasing, capital inventory and
internal controls knowledge.
Strong working knowledge of automated integrated accounting systems and advanced spreadsheet
experience.
Ability to work cooperatively and effectively with diverse student populations with special emphasis
on first-generation, low-income, and students of color
PREFERRED QUALIFICATIONS:
Master’s degree in Accounting/Finance or Business Administration or related field
3 years of accounting or fiscal office operation experience
Experience in governmental accounting.
Experience in higher education accounting.
Experience in State of Colorado government accounting system (CORE) and Banner.
SALARY:

$60,000 – $65,000 with excellent benefit package including PERA retirement, health, vision, dental and life insurance.
Paid annual and sick leave.
12-month academic year position

Founded in 1941, Otero College is an accredited Hispanic Serving Institution and is a state two-year community college with
approximately 1500 students (1250 FTE) made up of traditional, non-traditional and international students. The college is governed
