Job Description : Background
As part of the Pacific Islands Region, the Protected Resources Program (PRD) manages programs that support both domestic and international conservation and management of living marine resources within the Pacific. PRD consists of three primary branches, Conservation and Recovery, Interagency Cooperation, and Marine Wildlife Management. Together these branches form a matrix team of biologists and natural resource professionals that work on conservation issues such as issue regulations and rules, develop recovery plans, conduct risk assessments, assess animal health assessments, respond to stranding events and other emergencies, and work with community groups on outreach and education matters, as well as work closely with the Office of Law Enforcement to prosecute unlawful acts of “take”. PRD represents PIRO’s largest, and most diverse division and its fastest growing. The contractor shall support: animal care, data collection and other marine animal response activities; conduct literature searches, support systematic reviews, file data using spreadsheets and standardized reports, and databases; support general administrative functions including assisting program staff with travel for stranding and other events by reviewing and approving authorizations and vouchers; and provide assistance to senior biologists as needed and approved by division leadership; and, manage
special projects as assigned.

Duties Include:

Assist the Assistant Regional Administrator (ARA) and program staff with travel for marine mammal stranding response and other events by reviewing and approving authorizations and vouchers.
Coordinate, plan, and schedule and attend meetings with Protected Resources Division staff to advance conservation activities for protected species. Provide support by scheduling calls and meetings. Reserve conference lines and technical support for meeting execution.
Support budget execution, including tracking and processing of forms (i.e. C‐Request).
Maintain PRD vehicle maintenance and use schedules.
Conduct literature searches and systematic reviews, and compile and file data using spreadsheets and standardized reports and databases to support Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA) consultations and rulemaking, or other program assignments as necessary.
Assist with developing, disseminating, and technical transfer of division protocols and standard operating procedures (SOPs). Train staff on programs to support division efficiency such as Google, E2, Endnote and others.
Support outreach and education activities to advance conservation messages to a diverse public. Support up to six outreach and education events per year.
Assist with captive care of marine animal for short‐term rehabilitation purposes at NMFS authorized facilities such as the IRC and Waikiki Aquarium.

Candidates must have the following qualifications:
Bachelor’s degree, or higher, from an accredited college or university with a major directly related in a field of study as related to the requirements of specific task order with emphasis in fisheries, oceanography, social science, natural science, mathematics, or hydrology, plus three (3) years of experience in related field OR combination of such totaling seven (7) years combined education/experience.
Master’s Degree may be substituted for experience.

Skill in performing computer data entry and using word processing applications to write documents and reports.Knowledge or experience conducting literature researchKnowledge or experience working with diverse audiences or clientele with strong customer service skillsKnowledge or experience in mammal and reptile care, health and safety, such as veterinarian support in execution of procedures such as feeding, vaccinations, surgery, x‐raysKnowledge or ability of marine resource issues within the Pacific

Additional preferred qualifications include:
Knowledge or ability to support travel, purchasing and other program functions
Biological or scientific courses in mammalogy, fishery biology, ecology, or animal handling.
