Duties and Responsibilities
** Assists University’s Purchasing Card Program Administrator and/or senior Purchasing Card Specialist in the performance of specific and/or limited work assignments relating to program administration.
** Assists the University’s Purchasing Card Program Administrator in the development and maintenance of effective procedures; processing applications and Purchasing Cards; compliance oversight; and administration of the online reporting/management tools.
** Assists with inquiries from departmental and central office personnel relating to the Purchasing Card program and works with the Purchasing Card issuer to resolve cardholder questions, problems, and disputes.
** Assists with the preparation of a variety of planning, review and investigative reports.
** Assists with maintaining the program’s website, hierarchy and email rosters.
Assists with the development of Purchasing Card training materials and procedures and helps conduct training sessions for University personnel on the proper utilization of the Purchasing Card.
Provides support for periodic training of Fiscal Administrators and other University personnel regarding State laws and University policies and procedures governing Purchasing Card procurements.
Assists with providing technical advice, interpretations and recommendations regarding applicable policies, procedures, and other administrative requirements to administrators, faculty and staff.
Provides general administrative staff support and recommendations for organizational group or technical program.
Advises supervisor of the progress of assigned projects, anticipated problems, major policy changes expected to affect specialized area, and completion of projects.
Assists with resolving operational and administrative matters in accordance with current policies, procedures, and directives as requested.
Assists with planning, coordinating, and analysis, and supports work within designated subject matter areas.
Performs other related program administration support duties as required.

Minimum Qualifications
Possession of a baccalaureate degree in Economics, Business Administration, Public Administration or related field and 0 years of progressively responsible professional experience or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Functional knowledge of principles, practices and techniques in program administration as demonstrated by knowledge, understanding and ability to apply concepts, terminology.
Functional knowledge and understanding of principles, theories, federal and state
laws, rules, regulations and systems associated with program administration.
Demonstrated ability to recognize problems identify possible causes and resolve the full range problems that may commonly occur in the organization.
the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
Demonstrated ability to establish and maintain effective working relationships with
internal and external organizations, groups, team members, and
individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
Desirable Qualifications
Functional Knowledge of procurement principles and techniques relate to a Purchasing Card program that meets the purchasing requirement of a large organization.
Demonstrated ability to use Microsoft Office Suite including Word, Excel and Access Database.
Functional knowledge of WordPress content management system and HTML, PHP and CSS.
Administrative experience in college or university, a governmental agency or a large private organization with specialization in procurement, information technology, or related areas.
Knowledge of administrative policies and procedures typical of an institution of higher education.
Prior experience in public or private sector purchasing programs utilizing corporate credit cards.
