This position is responsible for operations related to management of the Alaska Behavioral Health Administrative Services Organization and reports directly to the plan CEO. The position is responsible for assisting in managing P&L, performance of senior staff and site operations. The position serves as a member of the Optum Alaska executive management team, is highly customer facing, includes project management responsibilities and has ownership of end to end processes. This position is responsible for the oversite and delivery of all quality assurance and compliance activities; coordinating program evaluation and enhancement; ensuring availability of required policies and procedures, managing corrective action planning, overseeing performance standards and coordinating program enhancement activities with other Optum Alaska key personnel and staff.

Primary Responsibilities:
Support solid communications and effective working relationships within Optum Alaska Administrative Services Organization (ASO) operations and between the ASO, State and other stakeholders in Alaska’s behavioral healthcare delivery system
Demonstrate an effective and adaptive leadership style that promotes innovation and accountability
Guide Optum employees and oversee contract implementation and compliance with all contract requirements; federal, state and local regulations; and Medicaid requirements
Manage all Continuous Quality Improvement (CQI) activities and ensure all staff adhere to CQI principles throughout the program
Develop, implement and oversight of the Quality Assurance Performance Improvement (QAPI) program including plan development, provider oversight and monitoring activities, complaint management, incident reporting, system performance and outcome measures
Communicate quality achievements and activity findings to the State and ensure delivery of required quality reports
Facilitate policies and procedures development in collaboration with functional leads and the Optum Alaska executive management team
Monitor internal projects and task tracking as it relates to projects and deliverables to the customer
Serve as a subject matter expert for Optum Alaska operations on regulatory interpretations in collaboration with the Optum Alaska executive management team

Required Qualifications:
Bachelors degree
3+ years of experience managing operations in a healthcare setting
Experience working with individuals representing all levels of management
Experience managing multiple projects simultaneously while meeting deadlines

Preferred Qualifcations:
Master’s degree
Managed care experience
Alaska Medicaid experience
Knowledge of compliance and quality improvement process and audit readiness
