Job Description : WHAT YOU WILL BE DOING:
The Statewide 9-1-1 Coordinator will serve as an information conduit and coordinator for all matters related to the provision of 9-1-1 services throughout the state. The Statewide 9-1-1 Coordinator plays an integral role in defining the technological environment and planning process to deliver 9-1-1 emergency calling and enhanced services through cooperation and coordination of federal, state, local, and private resources.
The key responsibilities of this position include, but are not limited to:
Provides technical consulting assistance to state agencies, local governments, and non-commercial entities related to 9-1-1 issues.
Coordinates and facilitates efforts by telecommunication companies and others to correctly and optimally route 9-1-1 and other emergency call to Public Safety Answering Points (PSAP’s).
Creates and maintains the State 9-1-1 Plan to include PSAP inventory
Assists with integration of 9-1-1 services into state and local emergency response and interoperability plans.
Stays current regarding technological evolutions affecting 9-1-1 services, including next generation 911 (NG 9-1-1).
Prepares required reports for the Federal Communications commission, assists with collection of 9-1-1 data required for federal grant applications, and maintains and accurate inventory of 9-1-1 systems, commissions, and related equipment.
Organizes and facilitates 9-1-1 meeting with communities, public stakeholders, emergency managers, dispatch center managers and others

The Mission of the Department of Public Safety (DPS) is to ensure public safety and enforce fish and wildlife laws. To support the mission the Division of Statewide Services provides the technical and specialized services to the other divisions of DPS, other state agencies, local governments, State and Federal Law enforcement, and the public at large. The Division consists of the Criminal Records and Identification Bureau and Information Services.
This position works directly within the Department of Public Safety and reports to senior management of the Division of Information Services develops and maintains all computerized resources for the Department of Public Safety’s information systems and provides support for over 5,000 users statewide. Supported systems range geographically across the entirety of the State and include the management of hardware, custom and 3rd party software, web applications, databases, localized circuitry, data facilities, vehicle based systems, and interfaces to partner law enforcement agencies and federal authorities.

THE WORKING CONDITIONS YOU CAN EXPECT:
This position is in East Anchorage in the Department of Public Safety’s (DPS) Headquarters building located at 5700 East Tudor Road. Office space consists of a mix of cubicles and offices with a conference and snack area to encourage collaborative team meetings. The Chugach Mountains provide the backdrop for the building and ample parking is available; paved trails are located right next to the building.
Subject to HR and division approval, we offer flexible telework options, based on a hybrid model (some days in office, some days out).
WHO WE ARE LOOKING FOR:
Thorough knowledge and understanding of a broad spectrum of information technology architecture, application development practices, system engineering and integration, preferably in a Microsoft environment.
Strong communication skills, with the ability to present complex concepts to both technical and non-technical audiences.
Strong knowledge of principles, practices, methods, terminology and trends in telecommunications, general telephony, voice and data networking, IP protocols, satellite communications, federal and state regulations covering telecommunications.
Skill in technical writing and report preparation.
Considerable knowledge of federal, state, and local program administration, policies, procedures, and requirements impacts on programs.
Considerable knowledge of operational and technical problems involved in the administration of a newly established or large and complex program.
Considerable knowledge of data collection, analysis, and evaluation principles and techniques.
Skill in analyzing complex issues and situations, drawing logical conclusions, and proposing viable solutions and courses of action.
Ability to assign appropriate priorities to work activities based on organizational goals.
Ability to develop and manage program funding, budget, and resources.
Ability to analyze data and operations in terms of management controls, systems, and procedures, assess them critically, conceptualize needed change, and initiate appropriate activities to move from concepts to implementation.
Ability to establish and maintain effective relationships with outside agency representatives, managers, operating agencies, and employees.
Knowledge and understanding of public safety needs for two way radio systems including VHF/UHF, 800 MHz, microwave systems or other telecommunications systems

Minimum Qualifications
Three years of administrative, technical, or professional experience which demonstrates a good knowledge of the functional and operational requirements and capabilities in one or more types of telecommunications fields such as telephone systems engineering, broadcasting, satellite systems, telecommunications regulations, data communications, or telecommunications management, and four years of education in electronic engineering, physics, industrial engineering, communications, public utilities or a closely related field above the high school level.
Additional qualifying experience may substitute year-for-year for the required education.
