This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage. DEPARTMENT: Anchorage Police Department (APD) HOURS OF WORK: Monday through Friday 5/9’s schedule; or Monday through Thursday 4/11’s schedule; or Tuesday through Friday 4/11’s schedule LOCATION: 4501 Elmore Road
Example of Duties
Manage the Anchorage Police Department Records Unit. Supervise Police Clerk III positions that control and review work done by subordinate Records Clerk personnel in performing functions critical to missions of the department. Identify unit needs as to personnel, equipment, training and supplies. Prepare and submit requests for hire, interviews and selects for hire from available applicants. Plan for and oversee the development and administration of comprehensive training programs to ensure the availability of required skills and abilities to perform unit functions. Responsible as the records custodian for developing and maintaining a system of records that complies with Federal, State and Municipal requirements for safety, security and confidentiality of Police reports. Identify the most efficient process for the exchange of information within the Department. Work with outside agencies to coordinate, identify, and resolve issues with District Attorneys, Municipal Prosecutors, State of Alaska Courts, other Municipal departments and other APD sections/units regarding records functions and efficient processes of exchanging required information. Investigate complaints and determine appropriate response or action. Participate as a member of the APD management team in developing department policies and procedures, planning, structure, and staffing. Perform other related duties as assigned.
Minimum Qualifications / Substitutions / Preferences
Master’s degree in Accounting, Business Administration, Public Administration, Human Resources, Purchasing, Computer Information Systems, Finance or similar discipline and two (2) years of experience in administration and/or management. OR Bachelor’s degree in Accounting, Business Administration, Public Administration, Human Resources, Purchasing, Computer Information Systems, Finance or similar discipline and four (4) years of experience in administration and/or management. OR Associate’s degree in Accounting, Business Administration, Public Administration, Human Resources, Purchasing, Computer Information Systems, Finance or similar discipline and six (6) years of experience in administration and/or management. OR High school diploma, GED or equivalent and eight (8) years of experience in administration and/or management.
All applicants must possess or obtain at the time of hire:
Valid State of Alaska driver’s license.
Satisfactory driving record at time of hire.
Satisfactory Criminal Justice Information System (CJIS) background check within thirty (30) days of hire.
Alaska Public Safety Information Network (APSIN) / National Crime Information Center (NCIC) certification within thirty (30) days of hire.
Preference:
Experience in records management.
Experience in developing training plans and training subordinates on policies and procedures.
Experience in analyzing and evaluating procedures, organizational structure, and/or systems; making recommendations for improvement.
Additional Important Information
Preference will be given to Anchorage Police Department (APD) employees. APD employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-APD applicants.
Consideration for this position will be conditional based upon satisfactory passing of extensive tests which include: Nelson/Denny Reading Comprehension exam, a Personal History Questionnaire (PHQ), an Oral Board, and Background Investigation. Passing results of the Nelson/Denny Reading Comprehension exam are valid for one year from the date of the tests. This test scores/results may be used when applying for other positions within APD. Current APD employees are exempt from this initial testing and PHQ process. If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment. If selected for hire, appointment in this position will be conditional based upon the submission of a current (dated within 30 days from date requested) copy of the applicant’s Alaska Driver’s License and a current copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan Driver’s License was first issued within one year prior to application, documenting an acceptable driving history. Military Service Interview Preference: Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration. The Municipality of Anchorage is an employer of National Service.
