Major Duties and Responsibilities include:
Under direction, provides technical assistance and information to Ohio Department of Job and Family Services (ODJFS) staff, lead agencies, partners and stakeholders regarding implementation of Comprehensive Case Management and Employment Program (CCMEP), Workforce Investment Opportunity Act (WIOA) Youth and other Department of Labor (DOL) employment and training programs: interprets federal, state and local policies, procedures and regulations; works with county lead agencies, youth service providers and local workforce development areas to develop and maintain appropriate reporting procedures to conform with federal and state requirements; monitors legislative, regulatory and programmatic changes that impact the operation of CCMEP and related program delivery systems; reviews program data to identify technical assistance needs and areas for program improvement; ensures rollout and certification policies and procedures are consistent with CCMEP legislation, Temporary Assistance to Needy Families [TANF] policy, legislation and regulations, WIOA, and Wagner Peyser rules and regulations governing workforce delivery systems; reviews and makes recommendations for county CCMEP plans regarding the effectiveness of implementation in determining if county and workforce area needs are being met and are in alignment with CCMEP policy; plans and organizes training, workshops and seminars including regional meetings to keep workforce professionals and other key workforce stakeholders informed about CCMEP, employment and training programs, legislative issues and workforce related topics; travels to deliver workshops/seminars and provide on-site technical assistance; drafts guides, written materials and online training content as part of technical assistance support for lead agencies and other local stakeholders; speaks at public meetings onsite and virtually to promote and explain all ODJFS services to local workforce development area staff and partners, economic development groups, chambers of commerce, workforce development boards and employers; makes recommendations for corrective action plan(s) and continuous improvement plans when needed.
Utilizes workforce case management system to review records, confirm functionality and provide technical assistance; prepares statistical reports based on analysis and interpretation of data relative to the implementation of CCMEP; prepares responses to inquiries from lead agencies, youth service providers, local workforce development area staff, government officials, constituent groups, businesses, local stakeholders and general public; coordinates with other Office of Workforce Development (OWD) and ODJFS staff on compliance issues.
Performs other related duties (e.g., operates personal computer to produce correspondence, reports and other documents; travels to attend training and meetings; maintains records, logs and files)

Qualifications

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.
The ideal candidate, at minimum, must have the following:
At least 18 months experience in state and federal regulations governing implemented training and/or employment programs, public relations and human resources training and development programs;
AND
At least 6 months experience in labor market data and employment trends;
AND
At least 3 months experience in manpower planning and operation of computer terminal and/or personal computer.
OR
The equivalent of Minimum Class Qualifications for employment noted above.

NOTE: Full-time, permanent employees of ODJFS in the OCSEA/AFSCME union will have selection rights before all other applicants. Applications from all other candidates will only be considered if an internal OCSEA/AFSCME applicant is not selected for this position.

Major Worker Characteristics
The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job:
Knowledge of public relations; state and federal regulations governing implemented training and/or employment programs; available human resources training and development programs; labor market data and employment trends.
Skill in operation of computer terminal and/or personal computer.
Ability to define problems, collect data, establish facts and draw valid conclusions; prepare meaningful, concise and accurate reports; gather, collate and classify information about data, people or things; develop good rapport with employers and program operators.

Supplemental Information
Unless required by legislation or union contract, starting salary will be the minimum salary of the pay range (step 1, currently $23.99 per hour) associated with this position.
