Job Description : Job Description
The Utah State Board of Education (USBE), the governing board for public education (K-12), is seeking a talented, energetic, full-time Research Consultant/Program Analyst. This is an excellent opportunity to utilize your research experience and skills to impact the future of early childhood education in Utah. This role will analyze early childhood data, program elements, and other factors in order to communicate the role of early childhood education and its influence on student achievement. This role will also help lead statewide efforts around the UPSTART program. The recommendations made from this work will be used to support programmatic and legislative changes to impact change for Utah’s earliest learners.

Principal Duties
As the Research Consultant you will:
Conduct analysis to model the potential impact of proposed early childhood policy changes.
Perform research activities by utilizing computer software to obtain and manipulate data.
Monitor and evaluate operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
Design, develop, and conduct a variety of research projects; determine appropriate methodologies, information sources, sampling strategies, and data-collection tools, etc.
Review and adjust to ensure database integrity.
Provide leadership for the statewide UPSTART program.
Manage the statewide UPSTART program’s budget and payments.
Evaluate all aspects of research projects, project findings, and operational data regarding technical merits and implications.
Write and/or use computer programs to generate and analyze data.
Deliver presentations, stand up training, or instruction to staff, management clients, policymakers, or the public.
Facilitate the use of research data to improve existing programs and utilization of resources.
Communicate data and research findings through effective writing.
Complete other duties as assigned.

Ideal Candidate
The ideal candidate for this position has:

a master’s degree in education, public administration, public policy, business administration, computing, data management, program evaluation, statistics or economics, or a master’s or doctorate degree in another relevant discipline
effective writing skills to communicate data and research findings
excellent research and writing skills
excellent organizational and analytical skills
knowledge of early childhood teaching and learning
the ability to work independently and within a team
the ability to work with business intelligence tools (such as Tableau)
the ability to work with Analytical software tools (such as JMP, SPSS, R, Python, SAS, Stata)
the ability to apply statistical principles

Preference may given to applicants with experience in a K-12 education setting or with knowledge of public education policy, research and programs.
