Job Description : Duties
Serve as a Human Intelligence (HUMINT) collector in the Military Intelligence Civilian Excepted Career Program (MICECP).
Provide recommendations for changing, interpreting or developing HUMINT strategy and concepts.
Conduct future operational planning of HUMINT activities.
Conduct mission management, coordination, deconfliction and synchronization of all HUMINT activities in their assigned AOR.
Coordinate or facilitate the exchange of information/intelligence as necessary between various national agencies within the Intelligence Community (IC).
Conduct operational coordination between DoD, INSCOM, Army Service Component Commands, other government agencies and Department of the Army for HUMINT matters.

Requirements
Conditions of Employment
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Two year trial/probationary period may be required.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
Must successfully complete all required certification courses and training for the discipline, position, and grade as directed by the CG, INSCOM, the MICECP Program Manager or otherwise established in the program manager guide.
In accordance with the MICECP Career Guide, must successfully complete an MS01 certification course.
Must sign and comply with the provisions of a mobility (rotation) agreement. Mobility may include unaccompanied tours.

This position MAY be identified as Emergency Essential, pending assigned duty location.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.
Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within a designated time frame identified by the organization.
All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

SPECIALIZED EXPERIENCE: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service(GG/GS-12), and is defined as: conducting intelligence-related research, analysis, collections and/or operations; working with HUMINT theory, doctrine, systems, concepts, principals, practices, laws, regulations, methodologies, and/or national requirements; using HUMINT strategies to conduct operational mission management, synchronization, and deconfliction of HUMINT operations and activities; developing HUMINT strategies and concepts; and/or working with the Army, DoD, and US national intelligence and HUMINT organizational structure.

You will be evaluated on the basis of your level of competency in the following areas:
Administration and Management
Communications
Human Intelligence (HUMINT) Collection Operations
Operations Support
Policy Development

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
