The Utah Department of Transportation (UDOT) is looking for a self-starter capable of producing polished work product to fill our Statewide Permits Officer position. You must have a solid history of professional achievement, mature problem solving skills, and the ability to apply project management principles to deliver reliable high-performance results. You must be able to show tact, sensitivity, and political acumen when interacting with all internal and external customers. Maintaining a positive, flexible, adaptive, harmonious, and growth-based mindset is also considered essential to the success of this role.
This is considered an advanced position where you will be responsible for developing and performing a wide array of regulatory duties as they relate to various statewide permitting programs. You must be comfortable building processes from originating concept to full execution with minimal supervisory oversight. You must have the ability to form logical conclusions, derive meaningful statistics from basic performance metrics, effectively present information verbally or in writing, and be able to develop/present persuasive business cases to further the strategic goals of the Department.
Permits Program
You will be working within the Permits Group of the UDOT Right of Way Division. You will be primarily working with Outdoor Advertising Control. For an overview of the permitting process and basic regulatory framework, please click here.
Principle Duties
As a Statewide Permits Officer, you will:
Lead assigned area of responsibilities within the Statewide Permitting Operations Office.
Help build, develop, operate, and oversee assigned permitting operations areas.
Effectively manage workload according to identified time, schedule, and process constraints.
Efficiently resolve conflicts, or complaints, as they are observed or identified.
Achieve voluntary compliance outcomes whenever possible.
Oversee software database management and work with technology support to troubleshoot and improve software database.
Conduct field inspections as necessary.
Build Region-based consensus and support as necessary to complete any required processes.
Develop forms, processes, policies, educational materials, web content, and training as needed.
Educate internal and external customers on program goals, objectives, and processes.
Research and employ national best practices.
Situate self to become a national subject matter in assigned areas of responsibility.
Develop and report on key performance metrics.
Develop sustainable administrative practices leading to a reliable records management system.
Develop paperless processes and maintain a completely electronic document archiving system.
Continuously align practices with the Department’s Vision, Mission, and Strategic Goals.
Provide information, explain policy and procedure, and facilitate timely resolutions.
Review documents for accuracy and completeness; update information and/or evaluate against policy; compare elements for consistency or logical relationships, etc.
Interpret, clarify, explain, and apply agency policy and procedures, business practices, federal or state laws and regulations, etc.
Provide technical assistance as needed.
Discuss, review, and interpret plans and specifications.
Plan and manage projects and/or programs.
Write (or discuss) project/program plan(s).
Make recommendations(s) and/or finding(s).
Determine application conformity and exercise sound approval-related judgment.
Maintain complete activity records
Plan, develop, and coordinate one or more large complex projects.
Coordinate and assign projects; provide assistance in resolving problems; approve system changes and help establish project priorities.
Respond to GRAMA requests as needed.
Support Statewide Permitting Operations larger division/department as needed.
Complete other tasks or duties as assigned.
The Ideal Candidate
The best person for this position will have:
A valid driver’s license
An Associates degree, or higher, in a related field (or equivalent work experience)
At least two years of related experience
Preferences
Preference may be given to those with direct outdoor advertising control, regulatory enforcement, professional negotiation, or industry-specific experience.
Hiring official may identify additional related skills and requirements as preferences in making hiring and promotion decisions.

Knowledge of applicable state and federal laws, or regulations.
Knowledge of computer systems, investigative practices, and research methods.
Knowledge of project management-related processes.

Position is eligible for hybrid telework: there will be both remote and in office work
Working Conditions – Typically, the employee may sit comfortably to perform the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, field measurement and recording devices, safety equipment, small parts; driving an automobile, etc. Some physical demands may be required to conduct frequent field inspection work.
Physical Requirements – Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. May be exposed to high-speed traffic and walking on undeveloped portions of land.
Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
