Job Description : The Arizona Department of Economic Security (DES) is looking for highly skilled individuals who are committed to service, community, and teamwork to be part of our amazing culture of helping Arizonans reach their full potential through temporary assistance.

The DES, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as a Deputy Assistant Director (DAD) with the Assistant Director’s (AD) Office. This position is responsible for directing operations for child support programs & administrative child support enforcement actions.

Job Duties:
Oversee administrators, managers, supervisors, professionals, paraprofessionals and administrative staff.Establish performance standards and expectations for Division.Provide strategic management, formulation & situation analysis implementation and evaluation of operations.Lead project teams consisting of multiple departments or divisions, the community, and/or other governmental agencies.Monitor/make recommendations for statewide division budget and finance as they affect delivery of services.Analyze technical resources supporting case management activities.Monitor efficiency of division programs, projects, grants, contracts and develop corrective actions as needed.Manage continuous improvement; align regional processes; improve production effectiveness.
Improve data reliability, customer support cycle time and customer satisfaction.Increase performance and maximize state and federal incentives.Design and implement statewide customer service/customer centric solutions and initiatives.Lead significant statewide programs, projects, initiatives from inception to execution; oversee programs once implemented.Establish project outcomes and measurements and assume accountability for producing results.Develop and monitor proposals and presentations for legislative actions.
Formulate and influence division policy.

Knowledge, Skills & Abilities (KSAs):
Knowledge of:
Principles and effective practices of leadership, administration and organizational management; personnel management.Practices of governmental budgeting and finance as they affect operations and delivery of services.Federal and state laws pertaining to child support services.Collection methods and activities.Child support programs at the federal, state, or local level, including the establishment of paternity, order establishment, modification, and enforcement of child support and medical orders, or similar social services program.Federal and state civil and criminal laws and regulations applicable to the delivery of child support services.Child support practices and procedures of the local courts, or similar social services program.Responsible supervisory, administrative, or managerial experience relating to the planning, organizing, and directing of various functions of a local child support or social service agency.
Skill in:
Planning, organizing and directing a revenue generating division and its staff.Establishing and maintaining effective working relationships with internal and external colleagues.Exercising initiatives, ingenuity and sound judgment in solving difficult administrative, technical and personnel problems.Evaluating departmental policies and program practices, defining problem areas, developing and directing the implementation of policy decisions and practices to improve departmental operations and increase collections.Coordinating departmental activities with other departments and agencies.Speaking effectively before large groups.Preparing and presenting clear and concise administrative, budget, and technical reports.Preparing and managing a complex budget.
Ability to:
Meet performance measures, data reliability and federal incentives.Prepare grant applications and reports.Analyze and implement program mandates.Conduct systems resource analysis and management, including hardware and software inventory that support case management activities.

Selective Preference(s):
Education and Experience: Any degree in Business Administration, Public Administration or related fields, and executive level professional management or administrative experience operating a mandated revenue collection program, child support program, law enforcement or legal services or closely related social service program. Three years or more of executive level experience may be substituted for education.

Pre-Employment Requirements:

Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
