Job Description : Duties
Applies EA tools, such as the EA repository, to perform analytical and planning functions.
Applies architecture strategy in developing and refining the target architecture, consistent with the overall IT vision.
Prepares and briefs senior management officials on complex and sometimes controversial technology issues. Prepares briefings and visual depictions of information technology elements that compose architectural components and their relationships.
Manages assigned projects and acts as the lead enterprise architect on large, complex information technology projects with corporate-wide scope and impact. Provides design assistance, architecture guidance, and technology evaluation on multiple and varied information technology projects.
Establishes and maintains standards, principles, reference models, and frameworks that support the business, information, security, application, technical and data dimensions of enterprise architecture through operational procedures and governance bodies.

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-13 grade level or above in the Federal service. Specialized experience is defined as experience providing in-depth enterprise architecture analysis of complex technical architecture and information management standards encompassing hardware, software design, programming (coding), and testing. This includes architecture analysis of data structures, interfaces, protocols, practices, technology advances, user needs, networking topologies, and cloud services (IaaS, SaaS, PaaS, etc.).

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Additional information
The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 6.68% to a high of 49.15%. How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.

Skill in applying enterprise-level IT infrastructure, enterprise management software systems, project management principles and methods, enterprise-level security standards; and business requirements of the organization sufficient to plan and coordinate the installation, configuration, maintenance, and upgrade of enterprise software and related enterprise-level changes to the IT infrastructure.
Knowledge of a broad array of IT complex business modeling, functional decomposition, application functional requirements and processes needed to work with senior business and IT managers for understanding business drivers.
Skill in developing professional working relationships with colleagues and management officials throughout the organization, with counterparts in other agencies, and achieving repeated success working with and through such groups to develop and implement program plans, to attain established business and performance objectives, and to gain compliance with requirements of assigned programs.
Knowledge of object oriented design, application programming interfaces, integration, and architecture development.
Knowledge of commercially available technologies and services, new and emerging technologies, information technology related trends, IT standards and industry best practices, and how these may apply to addressing the FDIC’s business needs.
Skill in interpreting regulations and other documents pertaining to information technology and/or the EA domains by applying critical thinking, analyzing and interpreting to determine content of codes, laws, and other documents containing legal terminology, identifying the potential effects of policy statements and procedural direction on FDIC programs, beneficiaries, and stakeholders, and determining required implementation processes.
Skill with IT and EA principles encompassed by the FDIC EA domains for business, applications, information, security, and technology.
