Position : Human Resource Specialist
Job Description : Human Resources Specialist is the full performance level that is responsible for performing activities in a variety of human resources areas such as recruitment/selection, compensation, benefits, equal employment opportunity and employee relations.
General Work Tasks (Illustrative Only) – Interviews, screens, and refers applicants for employment or for volunteer placement; Conducts new employee orientation and/or other employee training; Formulates teaching outline and determines instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods; Coordinates Employee Assistance Program services and seminars; Assists in researching and analyzing existing policies, practices and procedures and preparing recommendations; Interprets personnel policies and procedures; Provides technical assistance and advice to department supervisors, representatives and employees on a variety of personnel management issues; Coordinates and conducts new hire orientation on county benefits; Processes benefit changes, handles benefit inquiries and benefits administration; Coordinates wellness programs; Processes all personnel action forms related to salary changes; Processes deferred compensation paperwork and answers inquiries; Coordinates interview process, approves interview questions, and approves interview panel members; Coordinates arrangements for pre-employment testing/certification; Reviews job and class specifications and makes revisions as required; Assists employees with retirement, termination and related matters; and Responds to salary and benefit surveys.
Minimum Qualifications
Bachelor’s degree in human resource management, business, public administration or related field or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Working knowledge of: the subject area to which assigned, such as recruitment, classification, benefits and employee relations; principles and practices of human resource management; occupations and activities characteristic of local government; policies, regulations, and procedures related to human resource activities and of human resource information systems.
Skill in operating a personal computer with associated software; preferably Microsoft office.
Demonstrated ability to effectively communicate verbally and in writing and provide accurate technical assistance and guidance to internal and external customers on policy and procedures. Demonstrated ability to interview, assess needs, counsel and refer employees to resources as needed.
Demonstrated ability to develop and implement in a confidential manner Local, State, and County policies and procedures related to Human Resources. Ability to analyze benefits to make sound judgments within the framework of existing laws, policies and regulations. Ability to respond to the staff emotions in order to accomplish agency objectives.
Ability to plan, manage and prioritize work activities/workload including deadlines, preparing reports, and correspondence, record keeping responsibilities and related activities; work successfully independently and as a team member; analyze, interpret and apply complex federal stated law and regulations.
Ability to work collaboratively and cooperatively with internal staff as well as external partners on a confidential basis.
Ability to establish and maintain effective relationships with others and stay abreast of current trends and developments in the Human Resource field.
Possess a valid Commonwealth of Virginia driver’s license or are you able to obtain one prior to employment. Employees must also meet local vehicle insurance requirements.
Preferred Qualifications
Proficiency in English/Spanish languages-speaking and translation.
Previous experience working with Human Resource principles and practices.
Experience with agency associated software.
Ability to explain, benefits and handle personnel issues in a confidential manner.
Considerable knowledge and ability to apply policy guidance.
Special Requirements
Employee must be willing to work in community emergency shelter in the event of a natural disaster or emergency.
This position will require you to work regular hours and overtime during emergency operations at night, on weekends and on holidays.
May be required to participate in after-hours on-call schedule on a rotating basis.
Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.
The investigation may include: fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.
This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history record check through the Central Criminal Records Exchange and a search of the Central Registry.
